Under my Apple ID settings, where it says Payment methods/Apple Pay, it still has my old card information that is no longer active. That card is not even on my iPhone wallet anymore. How do I update it to my new card?

Apple Support Communities is a great place for help with updating Apple ID payment information. We see you came from the article Change, add, or remove Apple ID payment methods. We’re glad you had the chance to review that article, and got directed here. When you tap on the payment in question, are you able to update your payment details for that card by tapping next to the card number, and additional details? If you’re not able to update the payment details, tap Remove Payment Method, then follow the steps in the related article to add the card with the new payment details.
