Can only iPhone numbers be used as an Apple ID on iPad?
I want to make my phone number my Apple ID on my iPad. But I have a android and I can’t text people with a number on my iPad.

Your Apple ID is what it is. If it is set up as an email address then that's what it is. Some places may allow phone numbers but I don't think you can change from an email format to a number format.

All that said, I am not really following your reasoning for needing this. If you change your Apple ID on one device then it is changed everywhere else that you use that ID.
