Why my iPhone 12 Pro's photo take dark pictures, but video has perfect exposure.

I already turned off Smart HDR and tried adjusting all I can, when I am on a bright day and want to take my dog's photos while outside, the photos are darker than the real scenery. Looks like we are in a shade when it should be all sunny. However, the videos are perfectly lit. I didn't know this is a problem when I saw a friend's iPhone 12 camera is brighter and take better photos than mine.
