Shortcut WhatsApp chat to Notes automation

WhatsApp is a 3rd party app and I don't believe you would have access to Notes in a Shortcut. You would need to see if WhatsApp supports the use of shortcuts to start with, but again I don't believe they would have access to the Notes API.
