I am not able to use my Personal hotspot of my Iphone 12 pro with Windows surface pro PC.

How can I add MAC address of the PC to my Iphones authorized list?

I'm not aware of a list you can put together for the Personal Hotspot. There are no settings like that that I can find. Have you checked the network settings on the Surface. It should also have the Network troubleshooter that any Windows device has, and could possibly provide you with additional information about why it cannot connect. I do know that in the past, especially with Windows 10, if the name of the network, which is actually the name of your phone at this time, contained spaces or certain special characters, it would not connect to the network. Try temporarily changing the name of the iPhone to a single word without any spaces or special characters and test the ability to connect to the Surface.

Thanks for your reply. However my problem is little different. My phone's Hotspot is working perfectly with many devices. I can easily connect through it. But I have a Surface pro 5 which is detecting the hotspot, asking for password, but then prompts 'can not connect to this network'. Again this Surface pro is connecting to net perfectly well through other wifi networks. Both devices are working individually but not connecting to each other. That is the reason I asked if there is any authorized devices list in iPhone in which I can include the physical address of the surface pro.
