To verify, is that behavior preventing you from downloading or saving items to your iPhone?


Is your iPhone all up to date? Update your iPhone, iPad, or iPod touch


Does restarting your iPhone have any impact on that behavior, even if only temporarily? Restart your iPhone

If your iPhone is running iOS 13, this article may help: Clear Other storage on your iPhone or iPad


If your iPhone is up to date, you should be able to use the steps from this article to manage your storage: How to check the storage on your iPhone, iPad, and iPod touch Additionally, iOS should automatically remove any cached or temporary files when you need additional space.


Should you still be unable to create enough available space to install those apps, you’ll want to reach out to Apple Support so they can look into this behavior further: Contact Apple Support
