Pairing unsuccessful between two discoverable iPhones. Powered off both iPhones Still unsuccessful

What are you trying to accomplish by pairing them? The iPhone has limited Bluetooth profiles, about all you can accomplish by pairing them is to use one as a hotspot and you don't pair them in Bluetooth to accomplish that.

Troubleshooting AirDrop and Pairing:

On Both iPhones:

  1. Enable: Bluetooth
  2. Enable: WiFi
  3. Log In: to the same Apple ID
  4. Enable: same items in iCloud settings (i.e. Photos)
