I just wanted to see if anyone knew if I purchased an ipen if I could take it back and get it personalized?

Depending on where you bought it, you can probably return the Apple Pencil. To get the Apple Pencil personalized, go to the apple store. (The website, or the app) and purchase the pencil there. You will be asked if you want an engraving, and you can add one there.
