iCloud Mail Verification Issue

Q: In order to verify iCloud email you have to have access to the same just like every other email provider. when you create new account.

My case is strange I can't open it, doesn't allow me without verification and I can't open it nowhere. They keep sending verification codes but basically I can't open it.

I never didn't have this issue before with making new iCloud account.
