Combining 2 iCloud photo albums

I have 2 iCloud accounts and want to transfer photos in one to the other. Is this possible?

how to share photos with other icloud user how do you easiest copy and or transfer a massive amount of pictures and videos from one icloud user to another icloud user? when logging into "data and privacy" site it seems you can only transfer it to a google photo account and not another icloud account.

Sure.

You can share all of the pictures with the primary account. Then view the shared album in the primary account and "import all."

Or, you can download all of the images and then add them to the primary library.
