We understand you're wanting to purchase an iCloud+ storage plan to send it as a gift.
You're able to gift most content from the App Store, iTunes Store and Apple Books. However, subscriptions are not able to be sent as a gift: Gift apps, music, movies, and more from Apple
What you could consider doing instead, is emailing a gift card. "Your recipient can redeem an Apple Gift Card or App Store & iTunes gift card to their Apple ID balance. Then they can use that balance to buy subscriptions like Apple Music, Apple Arcade, or Apple TV+. Or they can buy apps, movies, books, and more from Apple.
