Trying to upgrade to iCloud+ and phone won’t let me

Every time i try to upgrade to iCloud+ it takes me to my payment and shipping info in settings and doesn’t let me actually purchase the upgrade… the card info is correct, i have money in my account I’m at a loss and have been trying for weeks to upgrade to more storage since i don’t have anymore and it won’t even let me receive emails please help I’m at my wits end

When you try to do so, you're directed to your billing details. Allow us to assist. To confirm, are you able to make purchases and download apps without any issues from the App Store or iTunes Store? If you're able to download apps and make purchases without any issues, try restarting your iPhone to see if that helps:

You can also try connecting to a different reliable Wi-Fi network or use your cellular network to upgrade to iCloud+.
