I'm sending pictures from iphone 11 pro that are 3-4 mb and the other person receives a resized or just the same stays the same but losses quality and the picture is 1.2 mb
I tried to send a 15 mb picture from Canon camera, iMessage automatically resizes it and lowers quality to 1.2 mb.
Basically whatever i send get lowered to 1.2 mb or even lower.
Iphone 11 pro latest ios 15 update.

Canon cameras cannot send iMessages. They can only send MMS messages. MMS is a carrier service, and has significant size limits on attachments.
The same is true when you send photos to non-iPhones, as they can only use MMS also.
I'm sending high resolution pictures from Canon camera using my phone. I edit them in Lightroom. I'm not talking about MMS!
I'm talking about iMessage service, which means the receiver has an apple product.

I assumed that mean you were sending photos from your camera to your iPhone. If that isn’t what you meant you need to explain better.
When you send the message does it come up green or blue?
Blue.
I was trying to explain that everything higher resolution and bigger size pictures, gets automatically resized to 1.2 mb.
I get that about video because 4k uses a lot of space.
But pictures...cmon Apple.

Yep, low quality is turned off on both ends
Have you checked at: Settings - Messages - Low Quality Image Mode = On/Off?
