Voicemail for iPhone 6s

So I have been having trouble setting up my voicemail to my iPhone, when I finish creating a password for the voicemail, I keep getting this pop up message saying that it " could not authorize access". What can I do?

Contact your carrier. Voicemail is a carrier-provided service.
