We understand that you have a new iPad Air and want to transfer the data from your old iPad. Congratulations on the new iPad! Let's see what we can do to get the new iPad set up and working for you. The Quick Start option will not work in this case because you can't update past iPadOS 10.
If your old iPad is backed up to iCloud, you can restore your new iPad from that backup. Or you can use a backup on a computer using iTunes or Finder. If you don't have a Mac computer, you can use a Windows computer with iTunes installed.
Another option is to enable iCloud for data like Contacts, Calendars, etc. on your older iPad. Then all you need to do on your new iPad is to enable the same iCloud settings and the information will sync between the two devices.
