Unable to tranfer data from ipad to ipad air

My Ipad is updated till IOS 10 and there is no space for a higher update. I bought the Ipad Air however, i am unable to transfer data using NFS.. If i try to set the Ipad Air manually, there are further complications. The passcode for my old Ipad is 4 digit and the Air is 6 digit etc. Whats the easiest way to do this? I dont own a Mac.

Transfer data from your previous iOS or iPadOS device to your new iPhone, iPad, or iPod touch - Apple Support

The Quick Start option will not work in this case because you can't update past iPadOS 10.


If your old iPad is backed up to iCloud, you can restore your new iPad from that backup. Or you can use a backup on a computer using iTunes or Finder. If you don't have a Mac computer, you can use a Windows computer with iTunes installed.


Another option is to enable iCloud for data like Contacts, Calendars, etc. on your older iPad. Then all you need to do on your new iPad is to enable the same iCloud settings and the information will sync between the two devices.
