iPhone with Dual SIM with two nano-SIM cards will only works in China mainland, Hong Kong, and Macao.

Yes. You can use certain models with Dual SIM Dual Standby (DSDS) feature outside China, if your SIM works with the carrier.

If the phone is unlocked, it will work outside of China with both Nano Sims.

Make sure it has no carrier restrictions in Settings->General->About->Carrier Lock.
