We recommend following the steps under "Redownload ringtones purchased with your Apple ID" here: Use tones and ringtones with your iPhone, iPad, or iPod touch
If the issue continues, restart your iPhone and make sure that you're connected to the internet. Restart your iPhone & Connect iPhone to the internet.
If the issue continues after those steps, Contact Official Apple Support.
