On your iPhone 5c, there's no way to update/download more recent Safari version, since that model doesn't support iOS versions beyond 10.3.3, due to hardware (CPU/RAM) incompatibility.

Safari for iPhones/iPads is a built-in Apple app, that comes along with operating system updates.
