Can I use stand alone scanner with ipad?

You will only be able to use a stand-alone photo scanner with your iPad if the scanner has a companion App for your iPad.

iOS/iPadOS does not support installation of individual device-driver software - as would normally be required with other computers with which you may be familiar. Instead, device drivers are installed an App that supports the specific device that you intend to use with your iPad.

If the manufacturer has not published a companion App to enable the device, you’ll not be able to use the device (in this case, a scanner) with your iPad.
