Here is a one-stop link for billing questions→Subscriptions and Billing - Official Apple Support. You can review your purchase history, cancel a subscription and request refunds.

Check your purchase history; you will probably find 2 charges for different things or different time periods. If it is truly a duplicate (which is extremely unlikely, but possible) you can request a refund.

You should also look at your bank card record carefully; does one of the duplicates say “pending”? If it does, that has not been charged, it is just a placeholder that will disappear the next time your issuer runs their nightly processing.

Did you check your purchase history using the link I provided to see what the charges were for? Was one of them an error, or a subscription you forgot to cancel?

If you removed your card info Apple will ban use of the account. When you try to buy anything this is what you will see→Your account has been disabled in the App Store and iTunes, you will have to contact Apple to resolve it, and you will still own them the money.

That is not the way to resolve a dispute. The correct way is to contact iTunes & App Store support and discuss it with them. Use the Get Support link at the top of this page and navigate to iTunes & App Store support.
