When the 1Password extension is installed in Chrome, the icon appears on the address bar in Chrome.

If you install the 1Password app (currently 1Password 7) and open the app and click Preferences in the menu named "1Password7" and then click "General" at the top of the Preferences window, there is an option "Show 1Password in menu bar." -- note that it will then appear in the menu bar in all apps, not just Chrome
