Finder cursor changing when moved. Mac Os Montrey

So i just bought a mac, and I installed mac os Monterey on it. At first it was running fine but then when I started using finder, the cursor that is used to make the tabs larger become the default cursor(sorry if I didn't explain properly but here is a video for you to understand it better)

I know it is just a minor issues but it is annoying me constantly
