Does Apple Watch Series 7 Cellular Work w/ a Prepaid Plan

I've looked this up, but all answers appear to be related to the Watch 3, and I'm not sure, but things might've changed since then.

I understand that the watch can connect to my phone, regardless of it having a prepaid or postpaid plan, but I'm looking specifically at the cellular model.

Basically what I'm asking is, does the Apple Watch cellular model work with a prepaid plan, as in, if I am not in range to connect to my phone with Bluetooth, can I still make calls and message people?
