You can try both on an Intel Mac—
Try resetting the SMC https://support.apple.com/en-us/HT201295
Try resetting NVRAM/PRAM http://support.apple.com/kb/ht1379
(get at least two-three rounds of the chimes when holding the NRAM Reset)
if no resolve—I suspect your battery need service...

That is a battery symbol, and seeing it in red suggests your battery may be too low to allow your Mac to power up.
It needs to charge for a while. The LED at the MagSafe is turned Amber (by the computer) when the computer decides to charge.
Does the indicator on the MagSafe turn Amber, indicating the computer is charging?
If the LED isn the MagSafe connector stays dark, the computer has not detected the Power adapter.
If the LED isn the MagSafe connector lights up green, the Mac is not charging for some reason. An SMC reset or equivalent may be required.
