I am trying to download an app from another country but I couldn't find it. I know there is a way which is to change your country/region to the country that the app is launched, but is there another way since i would lost my apple pay from my original country.
And also if i change the country in my iPad, would it affect my other devices too?

Ask the application's developer to make it available in yours. Changing the country requires going into it and supplying a payment method valid there.

What if I just logout my current account in Ipad and create a new account which the region is US and download all the app i need in the iPad, then i change it back to my original account. Will it affect my other devices? Can i download those app through cloud in iphone?
No. You can't use a different country's iTunes Store.
