my phone disable, and i dont have pc with itunes, how to settle this issue

You will need a computer. If you don’t have one borrow one, or visit an Apple store and use one of theirs. See this Apple support link→If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
