I'm trying to move photos from the computer to an external hard drive but it's stuck. I cannot eject the ext hard drive and I cannot close Photos.

Sounds like you need to force quit photos. (Apple symbol top left of the menu bar, and select force quit - then photos.)
Then check your external drive. If it is full, or not an apple format (APFS or MacOS Extended) then don't try to export directly to it.

How are you trying to move them? File export? Drag Drop? What is happeining - any progress indication? Any error messages?
Or are you trying to move the entire library?
What is the format of the external drive?
I moved some. by file/export. I'm thinking the drive is full, though I don't have a message. I have two open exports (68% and 57%). I am unable to cancel them. I am unable to close "Photos." I am unable to eject the external drive.
