you can talk to apple pay support and dispute the charges.

Go to your apple card on the iPhone, then click on the transaction, then click on the amount and then click report an issue.

That's pretty typical. Apple Cash transactions, just like other peer-to-peer services, are the same as using cash. It's unlikely you'll get your money back and it's unlikely that any dispute process will lead anywhere.

You'll have to ask the person for the money back.
