Blocking an Area Code: iPhone or Texts

I've been reading everything I can regarding blocking an area code on iPhone or Texts. What I find are sincere responses from people telling me to contact AT&T (mobile carrier) or Apple or some government agency... but essentially no way to simply go to Settings; Phone; Block Numbers and then enter 469 to block all calls from area code 469 - PERIOD! Same for texts from 410, whoever that is... If Apple can design my amazing iPhone do so many wonderful things (computer, phone, download apps, check the weather, check my pulse, etc.) why in the world is Apple incapable of adding "Block This Area Code" to their iPhone? I should be allowed to do this. Is there some profit motive preventing Apple from doing this? Some technical reason the rest of us iPhone users can't understand? Why is the greatest technical company on the planet incapable of or not willing to let me block area codes? So far all I can think of is that Apple won't do this because it might affect profits. Thanks to anyone for an answer.
