If you've already tried (to no avail) ALL the steps provided in the support article that led you here (Use AirPlay to stream video or mirror the screen of your iPhone, iPad, or iPod touch), perhaps your TV model is not compatible with Airplay.
Contact your TV manufacturer and ask them.
