Requested a refund for an app that was paid by credit card but the app is listed as inactive

My renewal for RoboKiller was paid on April 14, 2021 via my credit card. The charge is reflected and was paid. The RoboKiller app is showing as inactive. I am unable to obtain a refund because the app is not shown as purchased. Who can I contact?
