The HomeApp instruction sheet tells how to set up an iPad as the home hub and says that HomePod mini can be set up to serve as the home hub when my iPad is away with me but I cannot see the way to do that. Or can the Mac serve as the hub? Help please.

Mac cannot be a hub. For the iPad go into its settings, scroll down to Home and enable it like this:
Both will act as Hubs, mostly the HomePod will. You cannot choose which you prefer. Don’t worry, as long as your HomePod is set up and showing in the home app, it’s working.
