What do I do if the transfer of data to my new phone stops and I can't continue the setup? It's an iPhone 11 to 13 Pro Max

Hello janm17, you could try powering down your new device and then follow this Apple support page; https://support.apple.com/en-us/HT210216 and use the quick start to transfer your data to new iPhone procedure.
