Mailbox for phone messages to be left

Can 2 iPhones with different phone numbers using 1 Apple ID each have a mailbox to receive phone messages? If so how to set up on 2nd phone?

iPhone 13 mini, iOS 15

Voicemail is a carrier function and is tied to the mobile number, not the Apple ID. Each mobile number has its own voicemail box.

You can check with your carrier and see if they offer what's called "No Answer/Busy Transfer" or "Enhanced Call Forwarding". What it does is forward calls to a second number but only if you don't answer them. You could them. Of course, the person with the phone number the calls are being forwarded to could still answer them. I don't know if this would meet your needs but it's the only option I can think of.
