Can someone please explain why I can get to ask this question with my Face ID and I can do all else with it. Yet I cannot purchase an app nor download a free one with face recognition on my iPhone 12pro max

Do you have FaceID turned on for App Store purchase?
SETTINGS > FACE ID AND PASSCODE > Then enter your iPhone unlock code and check what you have FaceID turned on for.

This response does not address the issue. The issue is such that even when I have no password required for purchase set up in settings I get a request for face ID and then Face ID does not work. Instead it says face not recognized
Yes I do, the issue is weird. It is as if the purchase aspect on the App Store all of a sudden does not recognize my face any longer

To use Face ID for purchases you need to enable the feature. Go to Settings/Face ID & Passcode, enter your passcode, and turn it on:
