How to setup a new iphone without transfereing all of my photos

I just bought a new iphone. My old phone is backed up to icloud. How can I set up my new phone without transfereing all of my photos?

If your photos are in your backup (meaning you do not use iCloud photos), those will be "restored" to your new device. You can then delete any you wish. If you use iCloud photos, do not enable it on the new phone and your photos will not sync to the new device (Settings > Photos)
