Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch *
Try a forced restart.
Reset Device. -
If necessary
Hard reset. -
Do a backup and try a factory reset. Then restore from your backup.
Restore - If you see an error when you update or restore your iPhone, iPad, or iPod. *
Backup - Restore your device from an iCloud or iTunes backup. *

It appears you may have Airplane mode on. Here's how to turn that off if needed:
Use Airplane Mode on your iPhone, iPad, iPod touch, and Apple Watch
If that doesn't fix it, you may still want to try a different network like cellular data and reset your Apple ID password if you haven't done so. Also, if you have any VPN apps or profiles installed you may want to temporarily delete those to see if the issue persists.

A factory reset may solve the problem or it may not solve the problem. There may be something else wrong.
I have done all this and my phone is not even vpn and phone is also updated but still not signing in App Store??
If i factory reset the phone and start new again then this problem can be solved ?? (Could not sign in)???
