Icloud photos back up
Trying to make space on my phone, is there a way to delete my photos on my iphone without having them be deleted from my icloud?

This Only Applies to Downloaded Photos:
The only way to delete them from your iPhone itself is to have them downloaded to it. If they are not downloaded, then that means they are in iCloud, and non-deletable from your iPhone.
To Clear Space, Refer to the following...
Troubleshooting iPhone Storage:
Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support
So, what to do:
Clear Space:
Try clearing internal storage though use of the following:
What Space to Clear:
A. Clear Temporary Internet Files:
Clear your Temporary Internet Files(Cookies & Cache) of Safari:
Also...
B. Clean TV and Music Libraries:
Remove all unneeded files from your TV and Music Libraries. Full-Movies take up 2-4GB typically, and a bunch of those would take up a load of storage, ideally. So, if you have any movies that are not needed, then delete them.
Also..
C. Clear "Other":
Clear the storage named "Other". It basically contains unnecessary files such as caches that are used for system ease of use - all of which gather over time: How to Clear "Other" in your iPhone's Storage - Use Backup - User Tips. Caches would be being used for remembrance of application use. So, clearing other may be the way to go about this, as it would be performs through use of a computer.

When you switch off iCloud photos you will be given the option to download them to your device first.
And if the Photos you’re going to delete are uploaded on your iCloud Photo Library, then turning on iCloud Photo Library will download all of your photos from iCloud and put them back on your iPhone.
Id also recommend checking the Cache Storage of your messaging apps as they can get heavy after a while. Deleting unimportant Cache could free up a lot of space.
Also clearing out old shared Photos/Videos in iMessage.
You can also try importing your Photos/Videos to an External Hard Drive.

Your iPhone will automatically backup your Photos to iCloud meaning, if you delete them, they’ll also be deleted from your iCloud. Otherwise you can disable iCloud Photos on your IOS device, that way you can delete Photos on your iPhone without deleting them from iCloud.
