You could run GarageBand '11, version 6.0.5 on OS X 10.11. But it is only available from the AppStore, and only if you previously already purchased GarageBand '11 from the AppStore. It has to be associated with your AppleID, so you can download it from your previous purchases. There are no older GarageBand versions available outside the AppStore.

It will not help to buy older GarageBand '11 installer DVDs, because the versions will be too old, the certificate expired, and Apple has removed all updaters for the boxed GarageBand versions from Apple's Download Support page.
