I recently signed up or Icloud 200GB. All my photos and videos been uploaded on my icloud. I just wanna know how to reach those thru an app on my iphone?? I heard that FILES app would be the solution, but I cannot see my photos and videos in that app to collect and see

If you use iCloud photos, they will all be in the photos app.
If you use iCloud photos, anything that you do on any connected device (delete, edit, modify, etc.) will be reflected on all devices. I'm not sure what you mean by iPhone gallery vs. photos. All of your pictures are in photos.
So if i delete all my photos from iphone gallery to make more room, are they going to be deleted from my photos app?
I dont have my icloud uploaded photos on the File app
