Can I use my iPad to disable my son iphone?

My son has disabled his iPhone because he didn’t know the passcode. I’m trying figure out if I could use my iPad to connect to iTunes because I don’t have a pc.

No, he can restore his device only by connecting to a computer. He can use a friend's, a library, an Apple Store, or an Apple Authorized Service Center.
