I have recently come across the fun of airdropping. I have figured out how to change the name that shows when someone else is airdropping to you by changing device name. But now I need to change the name that shows when I airdrop to someone else (ex: I airdrop a hotdog to a friend and it says my name at the top bar) is anyone able to help me change that name

Settings > General > About > Name.
The device name (of your device) is what should appear on the receiver's screen.
If you've previously used AirDrop with someone, the name may not change immediately (or something else may need to happen before it is recognized).
