In Settings->Camera, the option at the very bottom should be Smart HDR. Turn it off, and you will get the HDR button in the Camera App.
Note it will only be there when using Photo or Portrait modes. It will not appear in any other mode including Video.
It would appear that HDR setting does not exist on the iPhone 13 Pro. I've just checked my device and that does not appear there. The only reference that I can find regarding HDR on the iPhone 13 Pro in Settings>Camera>Record Video>HDR Video. There is no setting for HDR photos.
Is just a pill shaped button with the letters HDR in it. If you have Smart HDR turned off in Settings->Camera, it will appear at the top of the photo when you are taking it and you can toggle it on or off.
If you have Smart HDR turned on, it will just apply it when the camera software thinks its necessary.
Wish I knew. I was not aware of it until I looked when responding to this question.

Interesting. Did not know that. Though it was just the support document not having been updated.
I wonder why that changed.
There is no way to defeat HDR on an iPhone 13 running iOS 15. The brains at Apple have decided for that we only want always-on HDR. I hate HDR, for the most part, and rarely used it when offered the ability. I am a long-time photographer and find most applications of the process fake-looking, over-processed and poorly processed. I was excited to hear the praise for the 13’s camera but now feels blindsided.
There is no HDR button on the screen nor is there a HDR setting under camera. There is the word live that appears when I tap on a circle icon in the top right hand corner. This is a iPhone 13 Pro

I have looked and there is no HDR button where Apple Support and everyone else has told me there is!!!! There is no setting under camera nor in the top right hand corner!!!!
That would be: “The brains at Apple has decided for US…”
