Locked Apple Watch
I bought a Apple Watch but the old owner never unlocked it and doesn't have it on his phone anymore. What can I do?

Nothing you can do. The previous owner must remove Activation Lock on the watch or you can't use it.

Again, you can't do this. Apple won't do it for you. We can't help you do it. The previous has to do it. If they can't, return the watch and get you money back as its useless to you.
