Apple ID disabled

Hello it is saying my Apple ID is disabled for App Store and iTunes how do I fix this? I tried changing my password it did not work.

It can't be enabled from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
