I created a Final Cut Pro project in 4k and all of my videos were filmed in 4k on my iPhone. However when I add those video clips to my FCP project, they all come out as 1280x720. How do I make sure they are all in 4k?
If you imported from your iPhone, this support doc suggests that if you have Optimize iPhone Storage enabled, the videos on your iPhone will be reduced resolution, but the iCloud versions will be stored at the original resolution. https://support.apple.com/en-us/HT204264
When you create a new project, by default the project will take on the attributes of the first clip or image that you bring into the project. Open your project and copy the entire timeline. Then create a new project but click the Use Custom Settings and change Video to 4K. Then, paste the timeline into this new one. Should be 4K now.

Update! The issue was my icloud was uploading videos in 1080p rather than original format in 4k. Anyone have any clue why that is?
How are you using iCloud? With your Photos library? Don’t do that for video. Import from the source directly to the system. Watch out for AirDrop as well.
Out of curiosity, what is the problem with AirDrop?
It fails on large files. It will corrupt files so the received item doesn’t open. It loses metadata that’s part of some files. That’s my experience. I avoid it except for small files.
FWIW, I always store the videos directly on the iPhone, and import directly to FCP using a cable. No involvement of iCloud or Airdrop.
