I received a "Your iCloud storage is full" email from apple@services-cloud.net... is this a legit email address?

No. iCloud messages normally come from noreply@email.apple.com.
Anything else, is likely a scam or phishing attempt more so if it's threatening to permanently lock your account or something like that. Forward the email to reportphishing@apple.com and delete it.
