i already purchase a new iphone with big memory and i need to cancel my old subscription for icloud

Follow the steps in the support document you posted from.
Do note however, that the iPhone's local storage capacity and your purchased iCloud space and not related in any way.
Make sure you download anything that exceeds 5GB from your iCloud account, as it will be deleted wen you cancel it.
