You can contact your carrier to blacklist the IMEI, which will prevent its use in countries that honor the blacklist. But that is not all countries, and thieves know where to send it.
If your your phone has Activation Lock enabled you can disable it by logging in to https://icloud.com/find
Ask your wireless carrier to blacklist it. All other options can only be done through Find My.
