My new iPhone 13 is not receiving voicemails. People are leaving them but they are not showing up on my phone. I’ve turned my phone off, checked the time zone, nothing is working.

Then you need to contact your carrier; they control voicemail. It’s possible that your phone is not properly linked to the carrier’s voicemail server if people can leave messages.
